I.OVERVIEW

 

The National Premier Leagues (NPL) Division is the top tier of the New York Club Soccer League. The New York Club Soccer League-NPL Division is one of 12 leagues across the United States that are part of the NPL, which has been created to provide a national developmental platform with the highest level of competition in given geographic areas, and to elevate and change the competitive youth soccer landscape based upon fundamental principles in US Club Soccer’s 10-year vision.

 

II.MEMBER CLUBS

 

Each of the selected member clubs will have its most competitive teams in each age group. 

 

III.COMPETITION COMMITTEE

 

The Competition Committee shall consist of NYCSL-NPL representative and 3 member club representatives, preferably geographically distributed across the Member Clubs. The committee shall have ultimate authority over the league’s governance and is responsible for organizing all competition and training rules and procedures as well as any disciplinary issues that arise for the NYCSL NPL

 

IV.DISCIPLINE COMMITTEE

 

The Discipline Committee shall consist of 3 member club representatives, preferably geographically distributed across the Member Clubs. The committee shall have ultimate authority over any disciplinary issues that arise for the NYCSL NPL.

I.OVERVIEW

 

The NYCSL NPL consists of the following member clubs, at the U12-U18 boys’ age groups.  The 2011-2012 breakdown is as follows:

II. WITHDRAWAL OF A CLUB OR TEAM

 

In the event a member club or team withdraws from the NYCSL NPL without finishing its scheduled games, the competition/discipline committee will handle the issue on a case-by-case basis.

 

III.TERMINATION

 

The NY Club Soccer League staff reserves the right to terminate a team or club’s right to play in the NYCSL NPL should they fail to uphold the terms of the  league’s rules and regulations document.

 

CLUB RESPONSIBILITIES

 

I.COMPLIANCE WITH RULES AND REGULATIONS

 

NYCSL NPL Clubs are required to comply with these rules and regulations and any other rules adopted for NY Club Soccer League’s NYCSL NPL. 

 

Should a NYCSL NPL club be found in violation of any of the requirements outlined in this document, the NYCSL NPL Competition and Disciplinary Committee will review the club’s standing as a NYCSL NPL club.  The penalties will vary based on the type and frequency of the infraction, but the NYCSL NPL Competition/Discipline Committee reserves the right to deny participation in NYCSL NPL competitions.  The Ultimate authority for any club level sanction is at the Competition Committee level.

 

II.CONDUCT

 

NYCSL NPL clubs shall be responsible for the conduct of the members of its club (officials and players), and of any person carrying out duties on its behalf throughout the competition and abide by the FIFA Code of Conduct.

 

III.PRIMARY LEAGUE

 

All NYCSL NPL Clubs commit each of their teams to the NYCSL NPL as their primary league.   Thus, scheduled league games cannot be adjusted for secondary league play, state cup play or tournament play.

 

Completion of NYCSL NPL season:  All NYCSL NPL teams are required to participate in the entire NYCSL NPL season..  Any scheduled changes must be made on a Game Change Request Form within three weeks of the scheduled game, but it is stressed that games should not be rescheduled. Once the schedule is set by NYCSL that schedule should be considered final, unless a cancellation is caused by weather.

 

Training and Game Expectations:  Clubs should make efforts to acquire the best facilities possible. All players, coaches, parents and representatives are expected to display professionalism and class on and off the field.  The home team shall be responsible for providing Gatorade and/or water for  teams, the game report form and starting lineups.
