NY CUP 2010-2011 Rules Update
All managers and coaches for teams wishing to enter the 2010 NY Club Soccer League Cup (NYCSL) must read, understand and agree to follow the NYCSL Cup Rules of Play as outlined below.
Eligibility
NYCSL NY Cup is open to U9, U10, U11 and U12 age groups.
All teams must belong to a US Club Sanctioned Soccer Club or NYCSL affiliated league team, in good standing with NYCSL.
All teams must have their US Club Soccer ID#'s and their official US Club Soccer team roster. All information must be current for this season.
All players are subject to NYCSL jurisdiction.
All players shall be eligible for participation in accordance with the relevant US Club Soccer, USSF and FIFA regulations.
Players listed on the official US Club Soccer roster who meet the age requirement for their NYCSL team, have paid the registration fee and supplied proof of their age (necessary to obtain pass cards) and are not subject to suspension are eligible to play. Players are permitted to play up in older age groups, as long as they are from the same club.
Players are not eligible to play in younger age groups. Players are permitted to play on only one team in Cup competition.
Cost
NYCSL NY Cup participation will require $250 Registration Fee per team.
Referees are to be paid $90 ($45 from the home team and $45 from the visiting team) for a three-person crew, on-site prior to each game. Center referee is paid $40; Assistant Referees are paid $25 each. NYCSL covers all assignor fees.
NYCSL Cup Roster
Master roster of 26 players as per US Club rules is frozen 1 week prior to the first match.
Game day rosters are capped at 14 for U10 and U11 and 18 for U12. All of the players must be from the same club, of the appropriate age group or younger and must be listed on the approved, official NYCSL Cup game roster. A player is limited to playing for one team in NYCSL Cup.
Pass Cards
Pass cards will be issued for each player and staff member that registers with US Club Soccer. All players and coaches participating in NYCSL Cup games must hold current pass cards, and these pass cards must be brought to each game.
Matches
Teams must provide the referee with both players' and coaches' pass cards and their official NYCSL Cup roster for each game, with a copy provided for the opposing team's coach. A NYCSL league roster is not valid for NYCSL Cup competition. No player is permitted to play without a pass.
The home team is responsible to provide the game ball(s) and the appropriate size field.
Game format is 8v8 for U9 and U10 teams, with 25-minute halves and a 5-minute half time stoppage. Game format is 9v9 for U11 teams, with 30-minute halves and a 5-minute half time stoppage. Game format is 11v 11for U12 teams, with 30-minute halves and a 5-minute half time stoppage.
Substitutions are at the referee's discretion. A substitution can take place for either team prior to a kick-off, a goal kick, or after the referee stops play for an injury. Unlimited substitutions are allowed. A three-person referee system is preferred, with fees split equally between the teams at the field.
In the event of inclement weather or unplayable field conditions, the home team coach must notify the referee, all visiting coaches and the Match Coordinator of the game cancellation. Notification must be made a minimum of 2 hours prior to the scheduled kick off. Within the 2 hr timeframe preceding the game, only the referee may cancel the game. A canceled game must be rescheduled within 48 hrs.
Disciplinary
A send off (red card) will result in a minimum of a one (1) game suspension. A send off as a result of two cautions will result in the player or coach being suspended for the next match. All suspensions shall commence immediately. If a second game is to be played that day, the suspended player is not eligible and the referee should note it on the game card. The home team is responsible for informing the league that a red card infraction has occurred and the league will inform all parties affected the length of suspension. Referees will return all players/coaches passes to the teams and will list on the Game Card any send-offs with player/coach name and US Club Soccer number, and infraction. Referee will need to fill out a send off report and send it to NYCSL at Kris DeBenedittis. NYCSL reserves the right to impose additional suspensions, depending upon the severity of the offense and accumulation of suspensions.
NY CUP 2010-2011 U9-U12 Information
The NY Cup will be based on a new and exciting format modeled after the UEFA Champions League. NYCSL's goal and vision in offering such an exciting format is to elevate the level of play which will allow fair and balanced competition for all teams. Here are some of the highlights of the NY Cup Format:

Two Stage Competition (Group Stage and Single Elimination Rounds)

Teams will be distributed into 8 evenly balanced brackets

Each team will play at least 3 games

Points will be rewarded in Group 1 Stage

Semi-Final and Final matches will be played on a single weekend in June of 2011

Gold (Top Tier) and Silver (2nd Tier) divisions will be created based on teams ability
