Welcome to NY Club Soccer Spring 2012 League

 

All managers and coaches for teams wishing to enter the 2012 New York Club Soccer Spring League must read, understand and agree to follow the New York Club Soccer League (NYCSL) “Rules of Play” as outlined below.

Eligibility 

 

All teams must have joined NYCSL and have their US Club Soccer ID #’s; and their official US Club Soccer team roster.  All information must be current for this season.All players are subject to NYCSL jurisdiction. All players shall be eligible for participation in accordance with the relevant US Club Soccer, USSF and FIFA regulations.

 

Players listed on the official US Club Soccer roster who meet the age requirement for their NY Club Soccer team, have paid the registration fee and supplied proof of their age (necessary to obtain pass cards) and are not subject to suspension are eligible to play.  Players are permitted to play up in older age groups, as long as they are from the same club.  Players are not eligible to play in younger age groups.  Players cannot play in two different games for two different teams, on the same day.

 

Roster


Master roster is limited to 26 players as per US Club rules; however, rosters may be amended as per same rules.

Game day rosters are capped at 15 for U10 and 18 for U11 and up.

 

Passcards­ & Registration Fee

 

Passcards will be issued for each player and staff member that registers with US Club Soccer.  All teams are required to register their US Club Soccer team with NY Club Soccer League. All players and coaches participating in NYCSL games must hold current pass cards, and these pass cards must be brought to each game.

 

Coaches or any staff member requiring a passcard must complete the online background check process via www.usclubsoccer.org every two years.

If your team does not have US Club passcards, first check with your Club to determine if they are member of US Club.  If your Club is a US Club member, then you must register your team as directed by your Club.  If your Club is not a US Club member, then either your Club can join US Club through “Club Membership” or your team can join US Club through NYCSL affiliation (“League Team Membership”). 

 

Matches

 

All teams must provide the referee with both players’ and coaches’ pass cards and an official NYCSL roster for each game, with a copy provided to the opposing team’s coach.  No player is permitted to play without a pass.

The home team is responsible to provide the game ball(s) and the appropriate size field. Game format is 8v8 for U10, 9 v9 for U11,  NEW U11 11v11 , 11v11 format is for U12 and up.  Substitutions are at the referee’s discretion.  Unlimited substitutions are allowed

 

Referee Fees Etc.

 

A three-person referee system is preferred, with fees split equally between the teams at the field.  All referees are to be paid as follows prior to the start of each game.

In the event of inclement weather or unplayable field conditions, the home team coach must notify the referee, all visiting coaches and the Match Coordinator of the game cancellation.  Notification must be made a minimum of 2 hours prior to the scheduled kick off.   Within the 2 hr timeframe preceding the game, only the referee may cancel the game.  A canceled game must be rescheduled within 48 hrs.

 

Scheduling of Matches

 

All games will be scheduled prior to the start of the season and MUST be played on that day!-No exceptions

 

Disciplinary

 

A send off (red card) will result in a minimum of a one (1) game suspension.  A send off as a result of two cautions will result in the player or coach being suspended for the next match.  All suspensions shall commence immediately. If a second game is to be played that day, the suspended player or coach is not eligible to participate in that match.

 

The Head Referee is responsible for informing the league that a red card infraction has occurred and the league will inform all parties affected.   All Referees’ will list on the Game Card any send-offs with player/coach name and US Club Soccer number, and infraction.  NYCSL reserves the right to impose additional suspensions, depending upon the severity of the offense and accumulation of suspensions.  At the end of each match, the referee will return all player passes to the each team.

 

Any team utilizing an ineligible player/coach, either not properly registered with the team, presenting fraudulent documents or allowing a player/coach to participate during a suspension, will forfeit any affected games and a 3-0 win awarded to the opposing team.
NYCSL shall have the authority to suspend, fine or disqualify players, team officials or competing clubs for violating league rules, or for any action or conduct not in the best interest of soccer or NYCSL.

 

No-Shows and Forfeits

 

A no-show occurs when a team willfully does not show up at a game agreed to by the league, following the 15-minute grace period allowed after the scheduled kick off. Penalties for no-shows are as follows:

  • A forfeit to the opposing team and additional loss of three points.

  • One no show may result in a team being terminated at the discretion of NYCSL Board of Directors.

  • The accumulation of two no-shows in a season shall result in the team’s termination from the league.

  • A forfeit will result in a 3-0 win to the team not at fault.

  • A forfeit will result in a fine of $100 which must be paid prior to your next scheduled game-No exceptions

A team unable to attend a scheduled game because of an accident, weather or act of god should immediately notify the opponent and the league.  Each situation shall be reviewed by the league, which shall render a decision.
